oko frustration measure
The count over time of the operator's frustration, the factory's first measure, as each policy pass reports it under `frustration.measure`.

- The frustration register.
Output and state effect#
- For every day a moment was said or answered: how many were said, how many answered and how many stood open at the end of that day; and now: all moments, open ones, ones bound to no class and ones answered by their class. --json prints `{moments, open, unbound, answeredByClass, byDay: [{day, said, answered, open}]}`.
Refusals and safe exits#
- An unreadable register refuses with its path and cause.
